Grand Strategy is a Political-Military Means Ends Chain. This talk will elaborate grand strategy as a conceptual framework and offer some criteria by which grand strategies can be evaluated. The Biden Administration’s published National Security Strategy, National Defense Strategy, and Nuclear Posture Review will then be evaluated as a grand strategy. Though the Biden strategy does have the “look and feel” of what theorists hope for in a grand strategy, the talk will highlight key problems and tensions in the administration’s approach, especially at it pertains to the Defense effort.
